Know where your construction budget is going

Most cost overruns are visible in the data weeks before they are discussed. What hides them is the format: a cost sheet that records spend but not commitment, or a budget that is compared to invoices rather than to work actually done.

Because commitment is recorded when an order is placed rather than when an invoice arrives, exposure appears at the point of decision. Combined with the variations register, the workbook distinguishes between cost that was agreed and cost that is still at risk of being absorbed.
